They are trying to add in some stuff about internet policy. The wording sounds reasonable (see below), but the problem is what it means.
allows for reasonable network management practices such as deterring unlawful activity, including child pornography and copyright infringement
"Reasonable network management practices" essentially means packet sniffing and monitoring what you do on the internet. Now, you can argue whether or not this loss of privacy is worth it, but it is hard to argue that this makes sense in a stimulus bill. Sad.
